I would say it is inevitable that the death toll is higher than the official count.

As of Monday night, the novel coronavirus has killed nearly 11,000 people, according to Johns Hopkins University.
The Centers for Disease Control and Prevention says the number of COVID-19 deaths in the U.S. may be higher than its count as well.
The CDC says that's due to two main reasons: informational updates usually lag a week or two and some "may be misclassified as pneumonia deaths in the absence of positive test results."
Some international leaders also believe COVID-19 deaths are underreported because of an overall lack of testing for the virus.
