Republicans
The House republican health care plan cuts back on federal aid to states for Medicaid, the cuts increasing with time. So states will either have to raise their own taxes or cut back on medical care for poor people, including children. Other cutbacks the republicans are making will likely result in states having to raise taxes or result in damage to their citizens.
At the same time, Trump wants to cut out the federal deduction for state taxes. This deduction helps low and middle income people most because state taxes are regressive, taking a larger percentage of income the less money people make.
