Murdoch's culpability

Murdoch's media companies habitually lied to viewers and readers, for the benefit of the ultra-rich class to which Murdoch belongs. In such a climate, he didn't have to tell people to do things like phone-tapping and e-mail hacking. These would be a natural result of such a climate.

Of course, we also can expect that Murdoch will lie if it is to his benefit.
