Is volunteer military "working"?

In a comment on Facemeone said that voluntary military service is working.
My response:
How is it "working"? We did not have much resistance to the war on Iraq because most people were not at risk, so they didn't see it as a big deal. People who were in the service were sent back repeatedly, causing psychological problems like PTSD . Members of the national guard, who signed up to help our country in times of natural disaster were forced into the military, damaging their careers and finances and costing some their lives. Members of the military reserves, who enlisted in case our country was endangered, were forced into the military. Members of the military were not allowed to leave at the end of their enlistment, under the Stop-loss policy.
