Two Mayville parents are accused of forcing their 23-month-old to smoke marijuana

MAYVILLE, N.Y. - Two teenage parents from western New York are charged with forcing their toddler to smoke marijuana.

The Chautauqua County sheriff's office tells The Buffalo News that the incident happened Dec. 5 in an apartment in Mayville.

Authorities say 17-year-old Jessica Kelsey, 18-year-old George Kelsey and Jessica's 54-year-old father were present. All three allegedly helped or watched as the teen couple's 23-month-old smoked marijuana from a lighted bowl.
