Hard to break the cycle of homelessness

PLEASE read!!! Ok...I need help brainstorming! Our client got pre-approved for a car at a Buy Here Pay Here Dealership. Credit passed, income passed, had down payment, but for residence they used the rent at the hotel of $2,200 a month!!! So her debt to income failed!!!!!! I explained that the hotel was temporary and she would be moving to an apartment at half that amount shortly. They said if she moves from the hotel where she has a 5 month history, she would be deemed to have an unstable living history and get denied!!!
She had planned to live in the car to save hotel cost and start a guaranteed higher paying job immediately to end her homelessness. She is already approved for security deposit assistance and 3 months rent. A car is the last hurdle!!!! Any suggestions for debt to income scenario? They suggested get another job for more income but you need a car to get there, not on bus line and Lyft is $68 each way. Few people truly understand how hard it is to break the cycle of homelessness. The new job offers a lot of overtime and she could be stable. Any advice?
