States ranked by percentage of COVID-19 vaccines administered: Jan. 14

In online news the last couple of days, on news sites, I saw California and New York slammed for slow Covid vaccine delivery, Texas acclaimed for delivering a lot. Is the subtle intent to imply that republican states do better in this?   They don't mention that the republican states of Alabama and Georgia are dead last, and various other republican states aren't doing very well.  Browsing the list, I don't see an obvious political pattern for how well states are doing in the vaccine rollout.
