Lower income people subsidize the rich

They're talking on the radio about the possibility of mandating banks provide low cost checking accounts for low-income people, who can't afford them. An aspect they don't mention is that people who have enough money in the bank can get things like free checking, free checks, free safety deposit box. So, as in so many ways, those who have more money are subsidized by those who have less.
